Bay Area public transit is facing at least an $800 million annual deficit as soon as next year. Without action, we’ll see massive service cuts, layoffs, gridlocked traffic, and fewer transportation options for millions of riders.
Right now, the Legislature is considering Senate Bill 63 to authorize a five county ballot measure to raise revenue for our transit agencies. As written, it relies on a sales tax that may not win as Bay Area voters are experiencing significant economic shifts: tariff impacts on grocery prices and goods, rising inflation, and federal benefit reductions have squeezed household budgets, in particular for working families and those on fixed incomes.
We need lawmakers to amend SB 63 to add an additional revenue option to ensure the ballot measure will win in November 2026. Bay Area Forward is advocating that a business gross receipts tax only on the top 2% of big businesses is the best option. A business gross receipts tax would fully fund Bay Area transit without asking everyday people impacted by rising costs to pay more.
