San Francisco likes to think of itself as a progressive, pro-worker city but for too long, it has abused temp workers by depriving them of stability,  benefits, certain workplace rights, and more. In effect, this shamefully creates two tiers of City and County workers where some workers enjoy more guarantees than others despite doing the same work. In some cases, workers can spend years—even more than a decade—languishing as a "temporary" worker while awaiting a permanent position with all of the rights and protections they deserve. Enough is enough!

Enough is enough!

Stop the abuse of temporary workers in San Francisco!

Take action now by signing our petition and telling the City and County of San Francisco to stop treating temporary staff as second-tier workers and provide them a path to permanent status.

Dear San Francisco Board of Supervisors,

The staffing issue in the City and County of San Francisco is one of the major issues affecting the provision of care and services in the city. As staff of the City and County, temp exempt and permanent employees, we have been working side by side to make sure San Francisco makes it safely through the pandemic.

As permanent employees, we are tired of having to work overtime because the City and County refuses to hire the right amount of personnel to deliver these much-needed services to the public.

As temp employees, we are tired of working for five, ten or sometimes fifteen years and still be considered temporary employees who are unable to have the benefits we rightfully deserve. 

As members of SEIU Local 1021 working for the City and County of San Francisco, in this petition, we demand the following:

  1. The City and County of San Francisco address the staffing shortage in every department immediately by filling vacancies with temp employees.
  2. The City and County of San Francisco create a system for temp exempt to easily move to permanent status.
